Tribal Energy & Climate Collaborative (TECC)
The purpose of the Tribal Energy & Climate Collaborative (TECC) is to identify and advance the clean energy, climate change, and related economic and workforce development goals of the Member Tribes of the Southern California Tribal Chairmen’s Association (SCTCA).
TECC also offers trainings, forums, and resources for California Native American Tribes across the State.
TECC current statewide opportunities include:
Leaders, staff, attorneys, and other representatives of California Native American Tribes are invited to participate in a webinar training series to identify, understand, and engage in proceedings before the California Public Utilities Commission (CPUC). TECC is offering these webinars to build capacity of Tribes to participate in CPUC decision-making processes and access energy programs, funded by CPUC Equity, Engagement, and Education grants for the Southern California Tribal Chairmen’s Association (SCTCA), Barona Tribe, and San Pasqual Tribe.
The first webinar will be held on April 16, 2025 from 3pm to 4pm.
Leaders and representatives of California Tribes and Tribal-serving organizations are invited to participate in TECC-X meetings to learn, share, and discuss important climate and energy related opportunities and issues affecting California Tribes. TECC-X meetings will be co-hosted by Pala Band of Mission Indian's Tribal Climate Health Project (TCHP) with breakout sessions focused on different TECC-X and TCHP topics.
The first meeting will be held on April 22, 2025 from 10am to 11am.

Overview: TECC provides technical and grant writing assistance, training, tools, and resources to build capacity and advance the priority energy and climate projects and initiatives of TECC Tribes.
Vision: All 25 TECC Tribes are making significant and ongoing progress in addressing their communities’ evolving clean energy and climate change needs and goals.
Current Funding: Pala Band of Mission Indians’ California Strategic Growth Council (SGC) Regional Climate Collaborative (RCC) grant
Overview: TECC evaluates and connects Tribes with entrepreneurs and businesses to advance cleantech and other solutions, train and grow skilled Native workforce, and build or diversify Tribal-led ventures and economies.
Vision: A regional economic engine led by and benefiting all 25 TECC Tribes that systematically and rapidly advances clean energy and climate change technologies and solutions while also addressing TECC Tribes’ sovereignty, sustainability, resilience, economic, workforce, and other needs and goals.
Current Funding: SCTCA’s National Science Foundation (NSF) Regional Innovation Engines (RIE) Type 1 Development grant
Overview: TECC provides education, training, and advocacy on key energy and climate related policies, programs, and regulatory proceedings of interest to TECC Tribes.
Vision: An active and effective clean energy and climate change policy and regulatory body, supported by dedicated legal, regulatory, and other experts, that is overcoming barriers, expanding programs and resources, and advancing the energy and climate priorities of all 25 TECC Tribes.
Current Funding: SCTCA, Barona Band of Mission Indians, and San Pasqual Band of Mission Indians’ California Public Utilities Commission Equity, Engagement, and Education (EEE) grants
TECC is a partnership between SCTCA, SCTCA’s Member Tribes, and Prosper Sustainably, LLC. TECC’s Co-Directors are Matthew Rantanen, SCTCA’s Director of Technology, Shasta Gaughen, Environmental Director and Tribal Historic Preservation Officer for the Pala Band of Mission Indians, and Josh Simmons, President of Prosper Sustainably.
